Note this is a generic error that can occur with multiple product/patch versions where the patch install is supported by a Install Shield program and the patch is released in multiple language versions.

The heres.dll is a language specific dll so the language version of the heres.dll needs to match the language version of the Enterprise installation.Refer to the Patches and Updates Tab on the My Oracle Support Portal to obtain the correct language version of the patch you are attempting to install.
