Symptoms
Journals can be in numerous status levels ranging from Working, Submitted, Approved and Posted. Only when journals are Posted do the journals impact the stored data.
The only users who can post journals are Application Administrators, Journal Administrators and users with the Post Journals role. Any user with the Post Journals role can post a journal, whether that journal has a Working, Submitted or Approved status.
Cause
This is currently the designed behavior of HFM.Solution
Unpublished bug 6632329 was created by Oracle Global Customer Support such that the Post Journals role should only permit journals to be posted which are in Approved status, and that users with just the Post Journals role should not be able to approve journals. The ability to approve journals should be a separate responsibility and limited to those with the Approve Journals role.
This suggestion has been rejected. There are no plans to change the current behavior. Any user with the Post Journals role can post a journal with a status of Working, Submitted or Approved.
