Error: "User does not have All access to this security class" when posting / unposting a journal

Symptoms

"User does not have All access to this security class" error message when trying to post or unpost a journal (adjustment data) in Financial Management

Cause

Depending on the roles assigned to the user for Process Management, and the current Review Level in the particular Scenario-Year-Period-Entity intersections to which the particular journal is trying to be posted / unposted, the end user may not have sufficient access rights to post / unpost that particular journal at that time. 

The error message above suggests that the problems is to do with security class access, when in fact it may actually be to do with the Process Management Review Levels of the target intersection. 

Solution

Therefore in order to troubleshoot the issue, the user / administrator of the HFM application should make absolutely sure that the user has ALL access to be able to alter data in all of the target cells that the journal will impact.

a) It may be discovered that either a role has been removed from the end user since he last posted a journal, so that he no longer has access to a particular review level.    Reprovisioning the user with the missing role, may resolve the issue

b) Or it may be discovered that the cells he is trying to post to have been moved up / down a review level since he last posted / unposted the journal, and so he no longer has the required access.    Promoting or rejecting the target cells to another review level, may resolve the issue.

If a reason for the error cannot be found, then when opening a Service Request, it is necessary to inform the Oracle Technical Support Engineer exactly what lines are in the journal which has the problem, and what the review level of each of those cell intersections is currently at, in addition to providing application files (per file, sec file, metadata file, memberlist file, rules file) necessary to attempt to reproduce the issue.
