Symptoms

When attempting to add a newly provisioned user to the list of users within "User Maintenance" in FDM, the new user screen takes a long time processing.  When the screen is returned it returns the error message:

Error: Index was out of range.  Must be non-negative and less than the size 
of the collection.  Parameter name: index

   The issue has been logged as a unpublished bug 9232593.  There is a workaround available for the issue, which is to delete the application from the Shared Services Project and run the user migration utility to re-register the application with shared services and reprovision the current users in the FDM application.  After performing this process the new user screen is returned quickly and the list is populated with properly provisioned user accounts.


Solution


A) Login to Shared Services as an administrator
B) Expand the FDM Project and right-click on the FDM application choosing "Delete"
C) Launch the User Migration Utility on the FDM application Server (Start > Programs > Oracle EPM System > Financial Data Quality Management > Workbench > User Migration)
D) Check the "All" box to check all users, choose the FDM project and click "Provision" button.  Receive status of "provisioned" next to all users.
E) Login to the FDM application and choose Administration > User Maintenance.
F) Click "new user" button and the new user screen is returned quickly.  Click the Drop down list and the list is blank
G) Provision a new user for FDM
H) Click the New user button in FDM and the error is no longer returned and displays the newly provisioned user.
