Symptoms
Trying to log in the Workbench to create a new FDM application gives the following error: "The user name or password is invalid or you do not have permission to create or add a new FDM Application - 2653".Cause
During the Load Balance Configuration, in the Authentication Provider tab, when CSS (Shared Services) is selected, there is a field for “App Creation Group”.
If there is a value in that field, it will be used to restrict who can create FDM applications.
Solution
1. Launch the Load Balance Configuration in the Load Balance Manager.2. Select the Authentication Providers tab, and double click on Shared Services (CSS).
3. In the Authentication Provider, "General" tab, delete whatever is specified in the "App Creation Group" field.
4. Save the changes.
5. Try creating the FDM Application again.
