Cannot Deploy EPMA Application or Cannot Start EPMA Services if Windows Regional Settings are Not Set to English (US)

Symptoms

The end user is unable to deploy EPMA application views or it is not possible to start the EPMA Services, when the regional settings of the Windows user running EPMA services are set to anything else than US English. In bpma.log following error appears:

Cause

This is caused by defect in EPMA 9.3.1 and 11.1.1.1 base versions. It occurs when regional settings for the user running the EPMA Windows services are not set to English (US).


Solution

The easiest workaround is to set the regional settings of the EPMA services Windows user to English / United States (on the machine where the EPMA services are installed). 

Note that it is not sufficient to simply ensure that it says English / U.S. in the Control Panel -> Regional Settings. It is necessary to also check the checkbox "Apply all settings to the current user account and to the default user profile" at the bottom of the Advanced page and then restart the server. 

This issue has been fixed in 9.3.1 Service Pack 3 release of Enterprise Performance Management Architect.   All customers are recommended to ensure they have applied the latest available Service Pack for all their Oracle EPM products.
