Can't Connect to FDM Server Error "1921-Primary load balance server not responding"

Symptoms

Can't Connect to FDM Server Error "1921-Primary load balance server not responding".

Cause

The windows user who is launching the FDM Workbench Client does not have Remote Launch and Activation or Remote Access permission to the FDM load balance server DCOM object on the FDM application server.

Solution

Process to Resolve Error Message:

1) On the Hyperion FDM Application Server(s) choose Start > Run  and enter DCOMCNFG and click OK

2) Expand "Component Services/Computers/My Computer/DCOM Config"

3) Locate the following DCOM Object "{E652643D-6CC1-48AC-915D-01842B04F292}"

4) Right-Click on this object and choose "Properties"

5) Click on the "Security" tab

6) Click "Customize" under the Launch and Activation Permissions header and click the "Edit" button.  Click "Add" and browse for the Windows ID of the user who is launching the Workbench Client on their Workstation.  Check the "Allow" box for all 4 available permissions and click "OK"

7) Click "Customize" under the Access Permissions header and click the "Edit" button. Click "Add" and browse for the Windows ID of the user who is launching the Workbench Client on their Workstation and allow "Remote Access" and "Local Access".

8) Right-Click on "My Computer" beneath Component Services/Computers and choose "Properties"

9) Click on the "Com Security" tab

10) Click "Edit Limits" beneath Access Permissions.  Click "Add" and add the windows ID of the user who is launching the Workbench Client on their Workstation.  Check the "Allow" box for Local Access and Remote Access and click "OK"

11) Click "Edit Limits" beneath Launch and Activation Permissions" Click "Add" and browse for the Windows ID of the user who is launching the Workbench Client on their Workstation. Check the "Allow" box for all 4 available permissions and click "OK" 

After allowing the User remote DCOM access to the Load Balance Manager DCOM object, the workbench will return back the list of Hyperion FDM Applications.
