HFM Phased Process Management Unable to Promote or Reject

Purpose of this document
This document details the process to correct the review levels if the Submission Phases table is populated half way through tuning the process control.

Issue
When using Phases in Process Control and the users have managed to promote phase 3 higher than phase 2 then due the entries in "Submission Phases" the system will be stuck in a loop and will not allow the user to promote.

Solution
In order to resolve this issue the user needs to completely clear the "Submission Phases" table. Once cleared the user can proceed with correcting the phases and setting them to the correct level.
