Symptoms
Where the HFM application server has been installed on a machine that has no Microsoft Internet Information Services (IIS) installed, some of the Enterprise Performance Management Architect related functionality will not complete.
In particular the upgrade of a "classic" Financial Management application to an EPMA type application is not successful.
The EPMA Job Console may show messages like this

and there may be visible error messages in the HsvEventLog.log file of one or more of the Financial Management application servers. This file can usually be found in one of these two locations....
- c:\Hyperion\Financial Management\Server Working Folder (Release 9.3.0.x and earlier)
- c:\Hyperion\logs\hfm (in Hyperion System 9 Release 9.3.1)
Additionally a file called applicationname_Metadataxxxxxx.xml may be deposited in a temporary folder (where xxxxxx is a 6 digit numeric string) containing the message
Interface not registered(HFM:80040155)
Cause
This is due to the issues discussed in BUG 6587974
At this time it is expected that 9.3.x.x releases will be the last releases where a workaround is necessary for this issue.
Solution
The workaround at this time is to:1. Install Microsoft Internet Information Services on each Financial Management application server.
2. Reboot the servers and restart any necessary Oracle Hyperion System 9 services.
